Global FX turnover reached $9.5 trillion a day in April 2025, and the BIS estimates that tariff shocks and underhedged portfolios generated roughly $1.5 trillion of extraordinary activity. The record was therefore partly a story of institutions repairing risk, not simply taking larger speculative positions.
The final BIS Triennial Survey figure was published with analysis explaining how policy shocks moved currencies and asset prices. Investors that had not fully hedged foreign holdings changed their hedge ratios. Dealers then intermediated the associated spot, forward and option flows.
Why hedging creates so much turnover
Consider a European fund holding U.S. assets. If the dollar moves sharply or the portfolio's U.S. equity value changes, the existing currency hedge may no longer match the asset exposure. The fund may sell or buy dollars forward to restore its target. Thousands of portfolios making similar adjustments can create enormous volume without a new view on the U.S. economy.

The lesson for retail analysis
A currency can move even when the latest domestic data look unremarkable. The missing explanation may be portfolio flow. This is why news analysis should combine macro fundamentals with positioning, month-end rebalancing and hedge demand.
Volume also needs context. April 2025 contained unusual tariff-related shocks, so its pace should not be projected mechanically. A record survey month describes what happened during that window, not a permanent daily floor.
