Bank FX Rates Need an All-In Cost Check

Conclusion: An official reference rate is a benchmark, not the price a customer is guaranteed to receive. The hook is the hidden denominator: fees and spreads can change the effective rate even when two banks cite the same market.

The ECB publishes euro reference rates on working days and explicitly discourages their use as transaction rates.

Three rates, three purposes

Rate Purpose Audit field
ECB reference Benchmark Date and currency
Interbank bid/ask Market quote Timestamp and side
Customer rate Execution Fee and amount received

One reproducible formula

Effective rate = net currency received ÷ source currency paid

Save the quote timestamp, fixed charge and receiving-bank fee. That turns a promotional comparison into a calculation another reader can reproduce.
